Human Resources Manager

The mission of Community Action Partnership of Sonoma County (Community Action) is to partner with low-income families and individuals to help them to achieve economic and social stability, to build community, and to advocate for social and economic justice. Community Action operates a wide variety of programs benefiting low-income Sonoma County residents.

Working onsite in Santa Rosa 2 days per week and 3 says per week remote!

SUMMARY: The Human Resources Manager reports to the Executive Director and is delegated the primary responsibility for all Human Resource functions of this nonprofit, multi-funded agency with over 200 employees. Under the supervision of the Executive Director, the HR Manager is to be proactive in all human resources functions including recruitment, employee onboarding, benefits and compensation administration, employee relations, record keeping and maintenance, safety and additional trainings, and regulatory compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to the following:

Work with managers and staff to facilitate resolution of employee issues.

Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.

Serves as primary HR liaison of 3rd party related contracts.

Acts as a liaison with carriers, vendors, and consultants on matters relating to benefits, recruitment, and other HR related activities.

Oversees the day-to-day administration of agency benefits, with generalist assistance. (COBRA, FMLA, ADA, Workers' Comp, retirement plan, and Disability).

Liaison to union (SEIU 1021), ensuring the implementation & compliance of union contract and terms.

Serves as the Head Start Civil Rights Complaint Coordinator

Maintain records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.

Oversee Agency Safety Plan and Workers Compensation Benefits Program.

Oversee the maintenance and confidentiality of all employee files and evaluation process.

Serve as member of senior operations team.

With the Deputy Director and Head Start Director:

Analyze needs to design employee development, and employee wellness programs.

Plan, organize or coordinate the personnel training and the labor relations activities of an organization.

Assure the legal compliance of federal and state labor law requirements.

Conducts HR audits and maintains and oversees all employee records and files in accordance with all applicable federal, state and local laws.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Must be up to date on covid vaccinations.


EXPERIENCE and EDUCATION:

Minimum five years' experience managing a full-spectrum of HR functions compliance & employee relations. The candidate must be able to take independent action.

Undergraduate degree or combination of education and work experience in human relations, business, psychology or related fields preferred.

Demonstrated experience in direct supervision of two or more staff.

Ability to get along and communicate with all kinds of people in a friendly, non-judgmental manner.

Ability to interpret and explain laws, policies, procedures, and decisions in a clear manner.

Strong conflict resolution skills and experience with employee investigations.

Demonstrated experience working in a multi-cultural, diverse organization, and leading initiatives for inclusion/diversity.

Intermediate level word-processing, database, and spreadsheet competency required.

Demonstrated experience in systems development and implementation.
